Commercial IT Manager

This role plays a pivotal role in overseeing the end-to-end management of advertising IT system within the Business Unit. Acting as a key bridge between commercial, operational, and technology functions, the incumbent ensures seamless alignment between business goals and IT capabilities.

Responsibilities:

Stakeholder Engagement

o Act as the primary liaison between the Business Unit, Group functions (e.g. IT, Procurement, Risk & Sustainability, etc.), Asset Owners/Transport Operators and Vendors for all IT matters.

o Represent the Business Unit at Group IT forums to ensure strategic alignment and compliance with corporate IT policies.

o Manage the Corporate Service Charge (CSC) Agreement and coordinate associated deliverables between Group IT and the Business Unit.

Project & System Management

o Act as the Business Unit system owner for key platforms, including the Advertisement Media Management System (MMS), which supports planning, execution, transaction processing, and reporting for Out-of-Home (OOH) advertising.

o Coordinate with Group IT to drive end-to-end delivery of key IT and AdTech initiatives—including MMS 2.0, SAP S/4 HANA, CRM/Power BI enhancements, and CMS optimisation—covering project timelines, stakeholder engagement, vendor management, UAT, and post-deployment support.

o Ensure efficient integration and ongoing support of system interfaces in collaboration with Group IT, including:

§ Asset Owner: Integration with ComfortDelGro’s Taxi Fleet Management System for Taxi Advertisement Registration System (TARS) and NETS payment processing.

§ Transport Operators: Interfaces with operators such as Tower Transit and Go-Ahead Singapore for master data updates, fleet movements, and service information.

Compliance, Governance & Security

o Collaborate with Group IT to ensure Business Unit compliance with cybersecurity standards, software licensing, data protection (incl. PDPA), risk management (incl. BCM), internal audit, insurance, and IT governance frameworks.

o Review and manage system access rights in alignment with policy standards and business needs.

Budgetary Control & Asset Management

o Assist with IT and advertising equipment forecasting and procurement during annual budgeting cycles.

o Manage the asset lifecycle for IT and advertising equipment, including tagging, tracking, and disposal in compliance with audit requirements. This include raising PO, IT Request Form, Asset Disposal Form, etc.

o Apply for available government grant/ subsidy (e.g., IT, digitalisation, etc.).

IT Operations & User Support

o General IT Support.

§ Oversee daily IT operations including user hardware (PCs, laptops, MACs), office printers/copiers, IP telephony systems, network connectivity (Wi-Fi, SD-WAN), intranet servers and Microsoft O365 applications.

§ Coordinate onboarding and offboarding processes, ensuring timely setup and deactivation of user access, equipment issuance, and returns.

o Digital Operations Support.

§ Liaise with Group IT to support Adtech and Ops, and external vendors to diagnose and resolve issues related to digital signage platforms, content management systems, and network disruptions.

o Marketing Support.

§ Liaise with Group IT to support Marketing team, and external vendors with the recovery and troubleshooting of issues affecting the company’s website and social media platforms.

Digitalisation Agenda Support

o Digital Product & Service Development. Support initiatives that convert static advertising assets to digital formats, enabling new revenue streams (e.g. digital panels at rail stations/ bus interchanges, taxis and buses).

o Data Monetisation. Contribute to efforts that commercialise audience and operational data (e.g. MOOVESMART 2.0) by enabling data-driven offerings such as programmatic DOOH campaigns and insights dashboards.

o Operations Automation. Support automation projects aimed at improving operational productivity and reducing risk (e.g. dynamic dashboards, automated reporting tools, content vetting workflows, and other initiatives in Business Unit Balanced Scorecards).

Preferred Requirements
  • Bachelor's degree in business administration, finance, economics, or related field; MBA or advanced degree preferred.
  • Proven experience (typically 8+ years) in strategic planning, business development, or management consulting roles, preferably within a relevant industry.
  • Strong analytical and problem-solving skills, with the ability to translate complex data and insights into actionable strategies.
  • Excellent leadership and communication skills, with the ability to influence and collaborate effectively at all levels of the organization.
  • Strategic thinker with a track record of developing and implementing successful strategic plans that drive business growth and profitability.
  • Experience in leading cross-functional teams and managing multiple projects simultaneously.
