Meranti Power Pte Ltd, a fully owned subsidiary of Energy Market Authority, is currently in the final phase of power generating station development. and will thereafter, operate and maintain the power generating station. We are inviting applicants for the position of Senior Engineer, Electrical who shall report to the Head, Electrical. The scope and requirements are as follows:
RESPONSIBILITIES :
A. Current & future Project- Ensure compliance to the prevailing Workplace Safety and Health Act and all relevant authorities’ regulations.
- Assist the Project Director and Head (Electrical) in all phases of Project Cycle related to all electrical systems and equipment including conceptual stage, drafting work scope for Owner’s Engineer consultant, system design and engineering stage, execution stage and right up to commissioning.
- Work with the Consultants for the timely completion and cost-effective implementation of the projects.
- Participate in the design review, implementation & commissioning of new power plants’ Electrical systems, including evaluation and recommendations for acceptance of the Consultants/Contractors’ Electrical systems engineering design and selection, procurement, and installation proposals for the power plant to ensure successful commissioning on time & within budget.
- Detect and provide prompt triggering of risks or potential risks to avoid/minimize delays or losses, recommend cost effective plans and monitor finances to ensure each phase of Electrical system works is started and completed on time and within the budget allotted.
- Attend meetings with various stakeholder to report on project progress against milestones and challenges faced
- Manage problems resolution processes with Head (Electrical) and consultants with respect to power plant project Electrical systems design, implementation, installation, and commissioning and resolve co-ordination/interfacing issues with other parties.
- Provide status updates to Head (Electrical) for report to MP’s Senior Management on progress of major Electrical systems project activity against the schedule, highlighting significant milestones and any issues/interfacing affecting or may affect project cost and schedule.
- Support Head (Electrical) to communicate, coordinate and collaborate with Contractor, external parties and agencies (SPPG, EMA/ PSO, JTC, etc) with regards to Meranti Power’s 400kV Switchhouse/ Substation, SPPG feeder connections, Gas Insulated Switchgears, Generator Step-up Transformer, Insulated Phase Bus Duct, etc. at different stages of the project (including Commissioning).
- Be familiar with all regulations pertaining to the Electrical systems of the power station’s equipment, auxiliaries and common systems maintenance works and safety, e.g. Workplace, Safety & Health Act’s Regulations, including Risk Assessment and Mitigating Measures, Work Methods, Permit-to Work, Lock-Out-Tag-Out System in relation to maintenance of Electrical equipment in the power generation station.
- Prepare technical specifications for equipment electrical parts and work services when required. Work with Procurement to manage the procurement of Electrical parts and services.
- Coordinate all Electrical Maintenance programmes (Predictive, Preventive, Corrective) and liaising with relevant stakeholders to ensure safe and timely completion of works.
- Be familiar with Predictive Maintenance monitoring techniques.
- Familiar with use of Computerised Maintenance Management System (CMMS).
- Manage and optimize all planned plant/equipment electrical maintenance activities during minor and major overhauls and inspections
- Responsible for the functional tests and analyse the failures related to Electrical systems and components and recommends remedial/mitigation measures to prevent recurrence. Troubleshooting of faults/defects & carry out failure analysis to determine root cause.
- Study, evaluate and implement plant improvement projects to enhance overall plant reliability, availability and performance
- Supervision of Electrical maintenance contract works and prepare work procedures and risk assessment for all Electrical maintenance activities
- Manage day-to-day activities of Electrical team effectively; may be appointed as Reporting Officer to technical officers.
- Support Head (Electrical) to engage and manage Licensed Electrical Worker (LEW), Qualified Persons (QP), Competent Persons (CP) to carry out the required services and works.
- Track the year-to-date expenditure against the approved department Electrical budget; Support Head (Electrical) to prepare upcoming budgets.
- Prepare Department’s Electrical monthly report
- Design, coordinate and conduct training on Electrical matters
- Perform administrative tasks for the benefit of the organization as instructed by Head (Electrical) or Senior management e.g. secretariat for meetings, staffing duties, presentations, etc.
- Take part in organisation-wide activities in various capacities such as organising committees for events,
- Attend training/ events/ conferences that is in line with the organisation objectives and proceed to share the learning points for organisation benefit
REQUIREMENTS :
- Degree in Electrical Engineering or equivalent.
- Major Project Management experience with at least 3 years in power plants development, implementation, commissioning tests, preferably including operation/electrical maintenance of large power plants, specifically employing Combined Cycle Technology.
- Conversant with international and local codes, standards and recommended practices for design and selection of electrical equipment related to the above plants will be an added advantage.
- Hands-on experience in power plant projects’ tender preparation including technical/functional and commissioning tests specifications for C&I equipment, tender evaluations, contract negotiations, contract administration and contract supervision.
- Experience in overseeing the power plants worksite’s adherence to Workplace Safety & Health, and relevant regulatory requirements.
- Will be required to work beyond office hours in event of plant exigency or emergency.
- Self-motivated, results focused and willing to work under tight schedules with multi-disciplinary teams.
- Able to lead a technical team and harness and direct the strengths of the different members to output greater effect than the sum of each individual. ·
- Willing to work in construction site office during construction stage and Jurong Island. (Morning transportation pick-up points available at different parts of Singapore.)
