Primary Roles :
Combines site supervision (RTO duties) and engineering tasks, ensuring that civil engineering works meet regulatory standards, specifications, and quality requirements.
Responsible for advanced Planning, designing, integrating, installation, rigging and lifting equipment, including management of contractors and vendors
Manage site inspections, resolve issues, and maintain communication between various stakeholders to ensure smooth project execution.
Serves as the main point of contact between the construction team and the project's design and engineering consultants, ensuring that the project is executed according to the approved plans and standards.
Manage documentations, including daily logs, inspection reports, minutes, daily report and change orders, while ensuring that all safety protocols are strictly followed.

Resident Technical Officer (RTO) Duties:
Site Supervision:
- Conduct daily site inspections to ensure works are carried out in accordance with approved drawings, specifications, and safety requirements.
- Monitor progress and quality of work.
- Verify that materials used are as per specifications and standards.
- Regulatory Compliance:
- Ensure construction activities comply with the Building Control Act and BCA guidelines.
- Coordinate with authorities and ensure timely submission of inspection reports and compliance documentation.
- Coordination:
- Liaise with the Qualified Person (QP), contractors, sub-contractors, and consultants to resolve technical/site issues.
- Report any non-conformances or deviations from approved drawings and propose rectification measures.
- Documentation:
- Maintain proper records of site activities, inspections, and correspondences.
- Assist in the preparation of site reports and progress reports.
- Project Execution
- Assist in planning and coordinating daily construction activities, especially earthworks, RC (reinforced concrete) works, drainage, roadworks, and structural works.
- Coordinate with subcontractors and suppliers to ensure timely work delivery.
- Technical Support
- Interpret construction drawings and ensure accuracy in execution.
- Provide solutions to technical/site issues, escalating where necessary.
- Progress Monitoring
- Track project milestones and update management on progress.
- Support the Project Manager in meeting schedule, quality, and cost targets.
- Site supervision of civil and structural construction works.
- Ensure QSS (Quality Site Supervision) protocols are implemented.
- Attend site, technical, coordination, and safety meetings.
- Maintain proper documentation of inspections, tests, approvals, and rectifications.
- Liaise with LTA, PUB, NEA, and other relevant authorities when necessary.
- Verify that works comply with approved shop drawings and specifications.
- Highlight discrepancies or potential issues to consultants and recommend solutions.
- Degree in Civil Engineering (or equivalent).
- Registered RTO with IES / ACES (Institution of Engineers Singapore / Association of Consulting Engineers Singapore).
- Familiar with Singapore standards, such as SS EN, CP, and BCA Code of Practice.
