Primary Objectives of Position
- Responsible for the timely recruitment and retention of the highest quality people in support of the overall rail business operation. Maintain and submit the various reports pertaining to recruitment and manpower.
- Ensure compliance with and facilitate proper administration of HR policies and procedures.
- Ensure effective delivery of HR services across the rail business.
Business Partnering
- Develop and implement effective recruitment strategies aligned with the organization's goals and growth plans. This involves understanding the company's talent needs, market trends, and competition to devise strategies for attracting and retaining top talents.
- Initiate discussions with hiring managers, department heads, and other stakeholders to conduct workforce planning including understanding their talent needs and priorities.
- Accountable for providing business partnering support to internal stakeholders in Talent Acquisition activities including staff recruitment and facilitate staff movement within the organization.
- Work with the HR team from all functions to ensure the team meets recruitment goals and delivers high-quality candidates to the organization.
- Collaborate with Shared Services (Talent Acquisition & Attraction) to enhance the organization's employer branding to attract top talents. This involves showcasing the company's culture, values, and opportunities through various channels such as social media, job fairs, employer branding initiatives, campus recruitment and social enterprises, networking events, etc.
- Administer the full suite of recruitment from end-to-end, ensuring the attraction, selection, and onboarding of talents to meet the rail business’ staffing needs.
- Develop and implement effective recruitment strategies to source candidates with specialized skills and experience required for rail industry roles. Stay updated on industry trends and best practices to remain competitive in talent acquisition.
- Collaborate with Shared Services (Talent Acquisition & Attraction) to continuously evaluate and optimise recruitment processes to enhance efficiency, effectiveness, and candidate experience.
- Collaborate with Shared Services (Talent Acquisition & Attraction) on internship opportunities.
- Actively source and network to identify potential candidates, utilizing various channels including but not limited to job portals, social media, industry events, professional networks, etc. Build and maintain relationships with passive candidates and key industry professionals.
- Track recruitment metrics and analyze data to assess the effectiveness of recruitment strategies and identify areas for improvement. This may include metrics such as time-to-fill, source of hire, candidate quality, and diversity metrics.
- Collaborate with and actively review staffing related policies / guidelines with Shared Services (Talent Acquisition & Attraction) to ensure compliance with relevant employment laws and regulations throughout the recruitment process. Additionally, promote diversity and inclusion initiatives to build a diverse workforce that reflects the organization's values and fosters innovation.
- Draft job specifications and obtain department’s clearance for all job postings.
- Liaise with agencies for the printing and advertising of jobs on various platforms including but not limited to flyers, newspapers, social media, etc.
- Post and update positions available on the intranet, internet and other recruitment portals.
- Manage and attend recruitment activities and events such as walk-in interviews, roadshows, recruitment fairs, etc.
- Conduct resume screening and phone screening to assess candidates' qualifications, experience and fit for specific roles.
- Coordinate and schedule interviews with shortlisted candidates including internal transfer applicants and hiring managers, ensuring a smooth and efficient interview process.
- Sit in for interviews (both physical and offline) together with hiring managers, provide assessment and evaluation of candidates.
- Conduct pre-screening tests including but not limited to technical assessments, colour deficiency test, written test, psychometric test, etc.
- Conduct reference checks and background checks including liaising with approved background screening company on verification proof of qualification.
- Administer salary proposal recommendations and acting appointment recommendations.
- Extend job offers to successful candidates. This involves negotiating salary, start date, and other terms of employment with the candidates.
- Work with Shared Services (Benefits) on work pass issuance to foreign talents.
- Work with Shared Services (Benefits) on security screening before bringing in successful candidates.
- Work with company appointed medical clinic for pre-employment checks and timely return of medical reports.
- Prepare appointment letters and required documents.
- Serve as the primary point of contact for candidates and internal transfer applicants throughout the recruitment process, providing timely updates regardless of the outcome of their applications including sending rejection notifications to unsuccessful candidates.
- Maintain accurate and up-to-date candidate records in the applicant tracking system, Human Capital Management System and other recruitment tools/systems.
- Prepare 1st day induction kit.
- Conduct induction briefing.
- Prepare hardcopy personal files and ensure timely submission of required documents to Shared Services (Payroll) for processing.
- Timely follow-up with LAN ID, email address, granting of new hires’ relevant accesses, induction checklist and notifications to relevant departments.
- Administer and monitor confirmation appraisal process and letters.
- Work in partnership with Organizational Development (OD) on staff emplacement including attending interviews and administer proposal recommendation for emplacement.
- Work in partnership with Centre of Excellence (COEs) and Shared Services for all matters pertaining to employee services and staff movement matters, achievement manning targets, pay clarifications, staff benefits, claims and leave matters.
- Reports preparation for overall HR activities for the month.
- Position creation, update of cost centres and job titles for recruitment and redeployment.
- Facilitate award ceremonies, festive celebrations and staff engagement events when assigned.
- Administer internal and external audits in terms of coordination and requests required resources from Centre of Excellence (COE), Shared Services.
- Liaise with recruitment agencies where required.
- Manage Department Incentive Scheme for staff referral.
- Administer invoices and accruals.
- Work in partnership with Centre of Excellence and Shared Services for all internal and external HR/OD audits.
- Update and maintain recruitment statistics, advertising costs.
- Update and maintain interview and placement statistics.
- Update staff turnover.
- Ad-hoc reports.
- Assist in yearly recruitment budget / quarterly forecast where required.
Ad-hoc projects when assigned.
Requirements- Degree in any discipline in local university
- Fresh Graduates may apply
- IHRP Certified preferred
- Must be able to travel to various depots for work purposes
- Must be self-driven
