STATEMENT OF PURPOSE

Corporate Development will support CEO, CMB and Yishun Health leadership to strengthen the work alignment of all work units across Yishun Health and its institutions. This effort is made by working at the following levels:

  1. Leadership
  2. Mission and strategies
  3. Organizational culture
  4. Structures & management practices
  5. Systems & procedures

DEPARTMENT FUNCTION(S)

Corporate Development will drive towards the statement of purpose through the following department functions/sub-units:

  1. Corporate Planning
  2. Insights & Analytics
  3. Organization Development
  4. Value-Based Care & Service Planning
  5. Health System & Service Evaluation

MAJOR DUTIES AND RESPONSIBILITIES

As the Assistant Director of Corporate Development (AD/CD) in charge of Value-Based Care & Service Planning sub-unit, you are accountable to the Director and the Deputy Director of Corporate Development for the deliverables and results in the following areas:

  1. SPECIFIC (80%)

 I.  Performance

System & Service Planning Sub-unit
  1. Define and enable value-based care using the KTPH & YCH model of care through the following:
  2. 1. Development of value-driven outcomes/performance framework and indicators.
  3. Development of tools/ criteria for defining the patient population, including but not limited to patient population needs assessment tools and population segmentation tools.
  4. Development and driving the adoption of performance and cost measurement using value-driven care methods.
  5. Supporting the senior management team to build an integrated hospital care system that incorporates continuous improvement to deliver value-driven outcomes. These efforts include but are not limited to:
  6. 1. Developing and enabling the implementation of the KTPH & YCH model of care through designing and deployment the implementation system using systemic innovation and approaches.
  7. Working with operations, human resources, finance, data informatics, IT and other departments as necessary, including harnessing AI, to evolve standardized and aligned care/work processes to manage outcomes, costs and value.
  8. Build enablers and system-level capability and capacity to scale up value-driven services, including working with HRD to develop and implement appropriate curricula to accelerate the adoption of value-driven care methods.

(B) GENERAL (20%)

II. Sustainability
  1. In addition to the above, you will assist D/CD and DD/CD to ensure Corporate Development sustainability to meet the needs of KTPH & YCH’s patients and its institutions through the following:
  2. 1. Acquisition, deployment and stewardship of manpower, financial and other resources to enable the work of all the units of Corporate Development.
  3. Harness AI tools and applications for the purposes of designing and deployment systemic innovations for hospital systems and services.
  4. Maintain the necessary establishments to ensure optimal Corporate Development function.
  5. Conduct coaching sessions, learning activities and performance management for continuous development of all Corporate Development staff.
  6. Foster continuous improvement as the way of life by encouraging staff to improve clinical quality and operational processes excellence.
III. Others
  1. Responsible for assessing and identifying any potential risk that may hinder the reputation, safety and financial well-being of KTPH & YCH;
  2. Carry out any other work deemed relevant by the Director, Deputy Director, CD and accountable for the results and deliverables.

JOB REQUIREMENTS

(A) EDUCATION, TRAINING AND EXPERIENCE

Relevant degrees and experience from clinical, public health and administrative fields, in the context of ensuring a balance between skillset and experience within the Corporate Development team as a whole rather than that of the individual, as determined by the Director, Corporate Development, from time to time.

Experience in the health system field is an advantage.

(B) PROFESSIONAL LICENCE

Relevant professional licenses, as determined by Director, Corporate Development, from time to time.
