Budgeting and Expense Management
  • Manage all COO Office cost centres and bank-wide cost centres owned by Global COO (GCOO), including creation of new cost centres.
  • Lead the annual budget exercise for GCOO and assist GCOO with yearly Financial KPIs assessment and conduct yearly financial planning.
  • Work closely with Team heads, cost centre owners and project leads on yearly financial planning and budget exercise.
  • Manage bank-wide cost centres and ensure expenses are made within the assigned budget.
  • Collate year-end accruals for submission to Finance
  • Prepare monthly report for GCOO, covering headcount and YTD actual expenditure; explain any over-/under-spend.
  • Monitor and oversee Group counterparts' financial budgets and produce monthly report to GCOO.
  • Key coordinator with Finance for COO Office. Address all expense queries for COO departments and bank-wide cost centres.

Procurement:

  • Set up and manage COO Office Procurement Process workflow and ensure it aligns with OCBC Group Procurement Policy and BOS Procurement Standards.
  • Lead and train all Business Units appointed Spoke members on COO Procurement process roles and responsibilities.
  • Initiate annual periodic review of vendors for (a) delisting (b) renewing KYV (c) monitoring MSA & SOW tracking no., (d) conducting vendor performance monitoring.
  • Manage and review all procurement related documentations and assessments for the department and ensure all are done accurately.
  • Attend to stakeholders' queries on vendor onboarding and procurement related queries and guide them on the steps needed to onboard vendor.
  • Work closely with multiple stakeholders on Third Party Service Risk Management policy/assessment related queries.
  • Key coordinator for COO Office on procurement related matters.

Human Resource:

  • Assist GCOO with yearly OP headcount request, overall headcount numbers and responsible in updating COO Office organisation chart.

Strategic Planning and Development:

  • Support the development, enhancement, and execution of BOS' corporate strategy.
  • Work closely with Head of Department (HOD) and key stakeholders, business units, and cross-functional teams to align strategic initiatives.
  • Lead and manage strategy engagements, from initial scoping to implementation.

Cross-Functional Stakeholder Engagement:

  • Present strategic analyses, findings, recommendations, and progress updates for HOD, management committee, regional leadership, and the BOS board, including business activities and strategy papers.

Business Expansion:

  • Support HOD in collaboration with global and regional senior management to identify and evaluate potential growth opportunities (organic/inorganic), partnerships, and market entry strategies, and to execute a plan of action to achieve the desired deliverables.

Market Analysis and Intelligence:

  • Develop hypotheses and analyze data to identify insights that drive business decisions
  • Design and execute primary research projects, including surveys, interviews, focus groups, and other qualitative/quantitative methods.
  • Work with the data team and external consultants to perform market analysis, competitor assessments, and industry trend monitoring to identify strategic opportunities and potential threats.

Project & Performance Management:

  • To drive implementation and execution of strategic initiatives, supporting change initiatives resulting from project implementation, and to communicate effectively to ensure buy-in and successful adoption across the organization.
Qualifications
  • A university degree with at least 6 years' relevant experience.
  • Solid demonstrable experience in working directly with Senior Management in a Strategy / business management capacity within the Front Office
  • Driven self-starter who is delivery focused and possess strong communication, influencing and presentation skills.
  • Ability to organize people and processes, and ability to lead groups toward a single goal.
  • Thrive in a fast-paced environment and can adapt to various demands in a diverse culture.
  • Familiar with relevant rules and regulations, those relating to local private banking business.
