Senior HR Executive / Assistant HR Manager

The Senior HR Executive / Assistant HR Manager is responsible for overseeing the full spectrum of human resource functions for the organization. This includes policy implementation, talent acquisition, employee relations, payroll, training, statutory compliance, and staff welfare.
The role supports both strategic and operational HR initiatives in alignment with company goals.
Key Responsibilities
HR Operations & Policy Management- Implement and update HR policies and procedures to ensure compliance and relevance.
- Attend to internal and external audits related to HR matters.
- Provide monthly HR reports for Management and Finance.
- Manage full-cycle recruitment for all staff levels, including Executives and above.
- Work closely with department heads (HODs) to identify and hire the right talent.
- Conduct orientation for new employees and oversee internship programmes.
- Handle Work Permit, S Pass, and Employment Pass applications, renewals, and cancellations.
- Submit government surveys (MOM and others) and ensure compliance with statutory requirements.
- Manage income tax submissions for foreign workers and prepare IR8A forms.
- Prepare payroll for Executives and above for ATCT & ATCC.
- Handle payroll bank submissions and CPF contributions.
- Administer employee benefits including claims, training grants, and government grants.
- Process and manage all medical claims and workers' work injury and medical insurance.
- Manage performance appraisal exercises and salary increment matters.
- Prepare employment-related letters (employment, termination, warning, promotion, etc.) for all staff levels.
- Handle employee grievances professionally and confidentially.
- Monitor and manage staff leave applications and attendance records.
- Arrange staff training and coordinate BCA Coretrade & CSOC training procedures.
- Oversee training grants and relevant documentation.
- Chair and organize company recreation activities and events.
- Oversee staff housing matters including rental arrangements.
- Coordinate issuance of mobile phones and laptops to staff.
- Manage flight bookings for foreign workers’ home leave, repatriation, and staff business travel.
- Collect and maintain medical reports and other employee-related documents.
- Diploma/Degree in Human Resource Management or relevant field.
- Minimum 5 years of experience in a similar HR role, preferably in a manufacturing or engineering environment.
- Strong knowledge of local employment laws and MOM regulations.
- Proficient in MS Office and payroll systems.
- Excellent interpersonal and communication skills.
- Able to handle confidential matters with discretion and integrity.
- Knowledge of InfoTech HRMS system is an added advantage.
